Protesters accused Prime Minister Pedro Sanchez of failing to prevent the surge, while others called for closer European cooperation on border security.
Sanchez rejected claims that Morocco was behind the influx and defended Spanish border guards, saying they prioritized saving lives over sealing the border.
Spain says around 5,000 migrants remain in Ceuta, including roughly 1,200 minors, while 141 people died attempting the crossing.
