"Victims of attacks and violations of their rights, they are in an increasingly precarious situation, exposed to violence threatening their dignity and their security", wrote LTDH in a statement published on March 15.

The organization denounced a "chaotic management of the migration crisis which continues to exacerbate economic and social tensions, affecting both migrants and Tunisians, in particular vulnerable populations."

Focus on Al-Amra, in Sfax governorate

The rights group focused in particular on the situation in Al-Amra, in the governorate of Sfax, "where residents are deprived of the right to farm their land, a direct consequence of the ineffective management of the migration crisis."

While acknowledging the challenges posed by the large numbers of migrants, LTDH stated that it "firmly rejects any repressive security measures or racist rhetoric used to deflect blame from a poorly handled crisis." Instead, it emphasized the importance of inclusive policies that align with Tunisia's international commitments, aiming to preserve social cohesion and uphold fundamental rights for all.

The League called for an immediate end to violence, abuse, and discrimination against migrants. It urged Tunisian authorities to take full responsibility for policy failures that have worsened the crisis and to implement fair and humane migration policies. These policies, it said, should balance the protection of migrants' rights with Tunisia’s economic and social needs. Additionally, the League stressed the need for stronger coordination between the government and civil society to address migration challenges without resorting to hate speech or discrimination that fuels social tensions.

LTDH 'firmly condemns institutional racism'

LTDH also expressed "firm condemnation of institutional racism and stigma rhetorically perpetuated by some political leaders, in particular lawmakers, considered as going against democratic principles and human rights."

In the note, the League stressed the importance of respecting fundamental rights without distinction, urging authorities to adopt responsible migration policies, balancing the safeguard of human rights with the need to maintain economic and social stability, and warned against any populist exploitation or rhetoric inciting racial hatred.

The note was published in a context of growing tension connected to the management of migration flows into the country, with thousands of people coming from sub-Saharan Africa who are in transit or residing in Tunisia, in particular in the governorate of Sfax, often in precarious conditions.
