According to the Beyond the Border report by the Asylum and Immigration Table (TAI), an Italian coalition of NGOs, presented in Rome on February 25, migrant centers in Albania are illegitimate and should be closed.
"The centers in Albania are illegitimate and wrong from an ethical, legal, and economic standpoint," the document states.
The report was prepared by a TAI working group that participated in three monitoring missions at detention facilities in Albania: the hotspot in Shëngjin and the Gjader center, in collaboration with the Parliament’s immigration contact group.
These visits took place during migrant transfers, alongside opposition MPs, who had the opportunity to speak directly with the migrants held in these facilities.

Report denounces 'inadequate vulnerability assessment'
Among the concerns highlighted in the report, presented by TAI coordinator Filippo Miraglia, are flawed procedures for assessing migrant vulnerabilities, which were conducted "in completely unsuitable conditions." The report states that numerous and systematic violations were observed.
"Vulnerability assessments are completely inadequate; accelerated border procedures are widely applied, which represents an unacceptable distortion of asylum rights and weakens protections for asylum seekers; prolonged detention begins at the moment of 'selection' at sea, making it impossible for migrants to exercise their right to legal defense under appropriate conditions due to isolation, lack of access to effective legal assistance, and the rapid pace of procedures that prevent a full understanding of the legal framework surrounding their asylum applications."
For these reasons, the report calls to "stop forced transfers and close the centers."

Three TAI missions with opposition MPs
The investigation is based on three monitoring missions conducted since October by the TAI working group, alongside opposition MPs, at the Shëngjin and Gjader centers.
The study aims to analyze the Italy-Albania agreement and its implementation, highlighting its impact on migrants’ lives and the legal and political concerns it raises.
"The Albania model wastes enormous resources to create territorial enclaves that serve no real purpose," the report states, "but where serious human rights violations take place and where all those involved are exposed to significant risks. For this reason, no form of legitimization is possible."
Political reactions: 'A propaganda failure'
Among those present at the press conference was Democratic Party MP Laura Boldrini, who described the Albania plan as: "A major failure of the Prime Minister's propaganda. A failure carried out at the expense of migrants. And also a waste of public money."
Democratic Party MP Rachele Scarpa emphasized the importance of monitoring: "Without these missions to Albania, we would not have seen the violations migrants endure or heard their testimonies. It is crucial to continue this monitoring work."
Riccardo Magi, secretary of Più Europa, also stressed: "Together, we have played a role in exposing the failures of this project. Now, instead of admitting defeat, they will come up with something else."
